Free Credit Report for Adverse Action

Citibank recently raised the rate on my card. They claim I have a bad
mark on my credit report. In the past I was told that if you were ever
denied credit or were told you had a bad rate you could ask for a copy
of your credit report without a fee. Does that rule still apply?
Yes. It's in the Fair Credit Reporting Act that you get a "free disclosure after adverse notice to consumer...if, not later than 60 days after receipt by such consumer of a notification."
Citibank should have told you what credit reporting agency was used, and the phone numbers and addresses. If not, contact them to find out, or go to this online credit report site for addresses and phone numbers.
